Teachers' contracts hinder misconduct investigation

A 1990s agreement, in exchange for a pay cut, to place 'pre-disciplinary' documents in an 'expired file' after four years complicates L.A. Unified's attempts to review records.

The Los Angeles school district's effort to identify teachers suspected of misconduct has been complicated by a little-known clause in the teachers' contracts that limits how long allegations can remain in a teacher's file.
